Because the way I understand it is that there may be dozens of DB pushes before the release, and in my experience the people who used SteamDB to predict '7 Days to Die' alpha releases were correct exactly never. It has been updated and then copied to the prerelease branch for the 1.1 prereleases and also been copied to the "public" branch for the 1.1 final release.
