Okay this is s 22 minute video - care to tell us where in there you see this part? Asking strangers to spend 1/3 of an hour to answer a random question from a stranger on a forum isn't gonna get many responses.

That said, it's a video about Firespitter, so chances are it might be in that mod. Alternately, there's a stock 3-to-1 adapter part that connected one 1.25m part to 3 x 1.25m parts, useful for making clustered-tank boosters for light probes and such.
