somebody from SQUAD, please explain this setting does.

It seems to two things far as I can tell, as of 1.1.2

1. turns off wheelCollider between 0-1, start/end of deployment animation. this is good and useful. this what it did in prerelease. Hard to tell when it changed between 1.1 and 1.1.2 since there was only a week from 1.1 to 1.1.1 to 1.1.2, all changes related to Wheel Modules.

2. limiting rotation range on all animated transforms in the deployment animation, translation is not affected it appears. this is... how is this possibly useful or desirable in any circumstance? On top of rotation... the rotation displacement from load is added to the animation... why would anyone want this?

pics cuz it's worth a few thousand words.

Is this intended? is this a bug? How would anyone know the difference when nobody seems to know what it's supposed to do??

I'm not sure if it works the same for wheels and landing gear, but my experimenting with the landing legs seemed to indicate that it was just determining how far through the deployment animation to activate the wheelcollider and suspension. So at 0, the leg suspension would activate instantly at the start of the deployment, or at 1 it would wait until the end. Some of the stock legs have 0.83, so it would get 83% of the way through the animation before activating the suspension. As far as I can tell, the idea is that the suspension would start working while the leg was still swinging into place, to help keep vehicles from leaping off the ground, if they were already sitting on the ground with the legs stowed. But that's for legs. I have no idea if it does the same thing with wheels or landing gear.
