Help me save Bill Kerman from an unavoidable death!

So my current game has glitched in a way I can't seem to recover from. On loading this save, Bill Kerman, who is on EVA outside his Minmus base, immediately falls through the surface of Minmus (?!) and dies. Nothing I have tried has been able to save him.

Can anyone help? Bill thanks you.
