Okay, I have decided MechJeb2 is broken for now.  It couldn't get Bewing's Orbital Tug out of the atmosphere:

So if this is a better made design and MechJeb2 can't even get it out to orbit I assume I am having issues with MechJeb2.    To me that answers the question.  Thanks for the help folks.

Edit 3: Okay...I think I figured it out....

 

Ships are stored as .craft files. You download it, put it in your ships/VAB directory, and launch it.

-- And try launching it straight up, with SAS stability turned on. When it gets above 35km, turn off SAS and turn it gently toward 90 degrees on the horizon.
