ElectricCharge does not go down

I've noticed that, when I do not "focus" to an object that is consuming electricity, the electric charge does not go down.
By "focus", I mean for instance going back to Space Center.

This is quite good as I did not design my Ore extractor properly and the produced electricity does not sustain the electric load of the 4 drills.

However, when I do not "focus" on my Ore extractor rover, ore extraction keeps going on.

It means I can cheat and have my rover to extract ore without consuming any electricity.

 

If you look at the screenshots below:

5:13:10 - ElectricCharge is 5099 with consumption at 3.28 unit/sec | Ore Tank contains 8.84 units

5:15:23 after a few minutes in Space Center (and a few seconds focused on the rover, time to display the needed elements):
Electric Charge is 5081 (let's give 6 seconds to display elements, and that makes the 18 consumed units) when Ore Tank now holds 10.14 ore units (that is an extraction rate of 0.01 units/sec per tank; I've got 4 tanks).

Is that "normal"?

Is that tracked in bug tracker and expected to be fixed at some point?

 

I'm running KSP 1.1.2.
