Can't undock

I seem to recall some discussion of this in the past but now I've fallen victim to it and I'm not finding the answer.

I have a science lander orbiting the Mun, it went up to the tanker and I can't get away.  I clicked the undock, neither side shows docked but I'm stuck to my tanker--reaction wheels turn the whole contraption and thrusting away with the RCS engines moves the tanker also.  I think this is my first actual docking on 1.1.3.

Hi Fellow KSP player,

Have you tried staging the docking ports? Then you can diagnose the main problem.
