Here's an odd one for you, I wonder if it would be possible to have two different buttons for gear up and gear down or SAS/RCS

Are you asking to have two different buttons?One for gear up and other for gear down?
Answer,NO!

But if you want two different buttons to do the same thing,you can assign secondary button in game settings under the "input".
