Some Fuel Tanks Don't Have Fuel

KSP: 1.1.3 (Win64) - Unity: 5.2.4f1 - OS: Windows 8.1  (6.3.0) 64bit

Problem: Some fuel tanks don't have any type of fuel inside them. I'm not sure what could be causing it.

my first thought is that the effected tank has apparently been modified from stock, which mod changed the appearance of that tank, and are you sure you have all the prerequisites for that mod?
