Finishing touches needed for fuel delivery/request overlay

There is currently no fuel request overlay for ion engines and no fuel delivery overlay for xenon tanks. I need this. 

Similar for electric charge. Should be able to set the flow priority for all electrical parts, even if a similar overlay to the LF+O one is not appropriate.
