Can Kerbonauts be effected by plugins

Wait a second, if plugins can do stuff to Kerbals on EVA, can those plugins also cause that kerbal to have a parachute attached to them?

If not that, then maybe just increase the thrust and fuel capacity of the jetpack so that they can actually have a chance of surviving somewhat common situations like these:

(for rockets)

Forgetting to add a parachute

In-flight structural failure leading to loss of control

Structural failure between parachute and capsule (SEE EXCEPTION, next line)

Exception to above: If the structural failure occurs near 500m altitude in a descent, there is insufficient time to deploy the EVA jetpack

(for aircraft and spaceplanes)

Loss of control due to in-flight structural failure

Loss of control due to insufficient control authority

Loss of control due to bad placement of Center of Mass, Center of Lift, and/or Center of Thrust (usually called "death spiral/death looping)

On the note of sticking parachutes to Kerbonauts you can then recreate a cosmonaut re-entry that Yuri had to do

Yes and high altitude jumps like Joe Kittinger or Red Bull.

You could also give them inflatable MOOSE systems.
