Stock control surfaces and parachutes broken

As the title says, all the stock control surfaces and parachutes are broken. I can use them and attach them from the part menus, but I have no options to enable/disable pitch, roll or yaw or change the authority of them. The menus for them only allow me to alter the scale of them. (I use tweak scale) I am having the same issue with parachutes, I am unable to change the deploy altitude/pressure on any of any of them.

All mods are up-to-date as of this post. Running KSP x64. Have had the issue for a while never been bothered by it until now.

As you can see, you are not the only one with a similar issue.

First things first, you should try running a clean unmodded game and see if you can still recreate the problem.
