[request] Simulation Mode

I'd propose this as a new game feature in stock, but it has a better chance at life as a mod.

TL:DR; sim mode offers no achievements, world firsts, contract awards, experience... But allows you to run a mission without the dangers of failure. 

The idea:

Simulation mode is for when you play career without quick saves and of course without debug cheating. You earn the technology at RnD facility level 2. You pay a simulation cost that is something like (vessel wet cost) / (1000) * (# of SOI changes) + (MET/10). You can rewind the clock during sim mode. All graphics are wireframe, so no 'pretty' ground scatter. See the spoilered image above. You have to have a KerbNet scan of celestial bodies before you can simulate them - including Kerbin. 

Now you can test a risky launch platform or lander design with no risk to kerbal life, and drastically reduced cost.
