Electric Charge Generation Problem

So I posted this in the gameplay tutorial section, but I think I may have found a possible bug......

It seems that even when in direct sunlight I my panels are generating just a TINY bit of electric charge... just a fraction of what they're supposed to generate. For example, the 1x6 Photovoltaic Panels are supposed to generate about 1.5 EC per second but I'm getting only .061 EC per second... WHY? 

 This problem is not limited to just this solar panel, this is a problem for ALL panels in my inventory.

@Voodoo8648,this is normal behavior of solar panels,farther you are from the sun,less energy they produce.

I understand that, but this screenshot is taken from low kerbin orbit... Energy production should be at 100% at Kerbin. On the contrary, energy production at Duna should be around 50%. 

This is a problem even on the surface of kerbin at noon (sun directly overhead.)

I narrowed this problem down to a bug in a Mod I have installed. Posted the problem on the Kopernicus thread

Found out this is not a bug but it is integrated into the design of the other mod
