Resource harvesting the sea?

Dang it, i've been planning this complex mission for weeks now and the big idea was to land on the water on another world and IRSU my way to full tanks.  

But a quick test of the vessel on Kerbin seems to indicate that if you're not touching the sea bed, you cannot mine.   Is this indeed the case?  In which case the whole premise goes back to the drawing board ...

Sorry, yes, that is correct. You can only drill on the bottom. So you need a vessel that sinks, or you need to be next to shore, or you need to be on a spot that's really shallow.

I believe you must be in the landed state for it to work, or your drills must touch the surface.

Once upon a version, I saw ore concentration config file deliberately set Ore to be 0 on Kerbin/Eve/Laythe sea - can't find it now, though.

Looks like the only resource harvesting we'll be doing then is if I install Kerbal Sports mod and go fishing.

Instead I'll have to put back Kerbal Furniture so they can have some land-based R&R.

Yeah, that got deliberately undone in ver 1.2.0. Water biomes can now have ore. Which (the devs assure me) does not mean any less ore for land biomes.
