What am I doing wrong? Drill not cooling properly

First of all this lovely screenshot:

I have a probe attached to an astroid, it has the regular drill, plenty of power (retracted for screenshot purposes) and 9 medium thermal control systems. The Convert-O-Tron is not running here.

Why is my drill only getting 1,5% efficiency? The wiki states I need "100kW of cooling" and 9 panels of "12500" (assuming watts here) equals 112.5kW right? So why is my drill not running at 100%? 3 cooling panels are directly attached to the fuel tank the drill is attached to, the other 6 panels are attached to a round fuselage (is it called that way?)

You can also see my other probe attached, that only had 2 small thermal panels but it also stays as 1,5% (so that is why I launched the 2nd ship)

Hey, Mattie. I read the bug report (and have experienced a couple of those problems here and there), but I can't see the lower-right corner of your screen, so I was wondering if you have an engineer on board. A four-star engineer and 1 thermal control per drill usually does the trick for me. A year-long refuel drops down to a week.

This is a simple probe, I know that having an engineer should speed things up but as the temperature kept rising while having enough cooling I thought that was not the issue. I tried the "fix" suggested in the bug report (UseSpecialistBonus = false) and that seems to work. Not sure if I'm now getting more then I should get but hey at least I know my probe works :)

All that is left now it so launch some huge empty fuel tanks into orbit so I can actually store fuel and dock with the astroid :)
