At a guess, and it's only a guess, it is ice that formed on the cold fuel tanks being shaken off.  You will see the same thing on an Apollo launch.  The reason that I say that it is just a guess is because I haven't checked to see if that particular rocket even uses cryogenic fuel.

It's not ice because this rocket uses solid fuels and hypergolics.

Because NTO has a pretty low boiling point and India's pretty hot my guess is that it's some sort of thermal protection to avoid boiling during the rocket preparation. Pressurising the fuel tanks will increase the boiling point so they are probably not needed for the few minutes of the flight so they are discarded. (It's just a guess, I'm not sure it's the real reason)

thks & yup i was kinda guessin' around something(s) like that too (post launch/ignit vent & thermo, ah & yup local weather, fauna critical protect may be),

another thing the 4 side booster seem to ignit after launch. i m kinda curious of the engineering reason behind that  as well: accelleration, heat,  materials stress, isp, delta-v, launch profil related. seem a very specific design choice (eventually partially emtpy/fullfilled depending payload // assembly line & launch profil ? modular/partial thrust ?)
