It sounds like you turned off the snap function.  Next to the symmetry indicator in the VAB GUI, there should be a second indicator that shows a circle within either hexagon or a circle, this is the snap indicator.  If it is a circle that means snap is off, and you can turn it back on by clicking on the indicator and turning it into a hexagon.
