Clean 1.3 Install Orbit issue

So I decided to just do a clean stock install for 1.3 and now when ever I hover my cursor over an orbit line the blue dot will appear floating off to the side of the orbital line. 

Heres a example

Heres a more minor case of it, just sitting off to the side of the orbit line
