Need help with EPL survey stakes/ What am I doing wrong?

I have been messing around with survey stakes for a while trying to figure out how to use them, I know what they do I just don't know how to use them. I am attaching them to the ground using KIS, but when I go back to my ship to select it the stakes don't show up. I have heard that you need a EPL survey station module on one of your ship near it, is this the truth? Help would be appreciated!
