Missing buttons from panels

To begin with. I've only experienced this once, with a landed base on a moon called Iota from the GPP. I'm not sure when this occurred but the buttons from the panels are missing. I only get the option to transfer my crew but no other options. As you can see I'm full on science and I would like to transmit it but I can't. I tried restarting the game and it won't work. 

I should also say that other vessels that have been connected don't work either. I had another rocket connected to the base earlier but disconnected some time after and that one i'ts fine. I'm not sure what causes this I can provide logs if needed

(EDIT)Lesson learned: Make sure you have a connection to a ComSat. My bad
