Yup, sure can. 

Best bet though is to use the Alt-12 cheat option to set the orbit around the body you want the base on first. Then use the HE Ship Lander option to place the craft on the surface. Doing it this way avoids some weird graphics glitches produced by HE.

Another option is to use Vessel Mover.  This has 2 useful features:

1.  If the base (or anything else, including an EVA kerbal) is already in the general area but you want to move it a short distance, this mod will pick it up and slide it where you want.

2.  If you already have something you can focus on at or near the desired base location, you can spawn the base there direction without having to move it through space and land it.  If the pre-existing thing isn't quite where you want the base, you can then use the movement feature to fine-tune the base's location.  This works as follows:

  • Make the complete base in the editor and save it.
  • Go to the tracking center and "fly" whatever it is already at the desired base location.  Like say a previous expedition left a flag there, or the lander itself is still there, wherever.  Just "fly" that.
  • Open Vessel Mover and select "Spawn Vessel".  This brings up the list of saved craft files.  Find the one you want, check or uncheck the box to spawn it with crew, and select.
  • The spawned base will appear near where the thing you were focused on was.
