I use a super OP jet to blast into space up to nearly 100Km then launch the shuttle with minimal fuel - just enough to make orbit. After that I switch back control to the space plane on a sub-orbital trajectory before it enters the atmosphere and land it manually. It works just fine in stock KSP V1.4.1
