Retain control when engineer goes EVA but pilot stays inside?

When the crewed vessel is pointing to a maneuver node, Jeb stays in and Bill leaves to repair a solar panel (Kerbalism malfunction), when done and re-entering the vessel is no more pointing to the maneuver node, all SAS / MJ whatever has to be re-enabled.

Why is Jeb / pod core not holding the attitude?

Is this a stock "bug" or has it never been implemented to work?
