Mod to have flags turned off by default

Is there a mod to have flags turned off by default? I always think it's annoying having to remove them when I build new craft. If I want a flag, it's going to be on one part, and most of the time I don't want them there anyway.

If it doesn't exist, I'd like to make it, if I new where to start.
