What ISRU/building is in this photo and video?

Hey all,

What mod adds the following hemisphere shaped base/ISRU/building in the photo below? I have Interstellar Extended installed, KAS and a few others.. Scott Manley even had a video that shows these buildings and it seems like it's in Interstellar Extended, but I can't find it anywhere, even tried searching in the VAB in Sandbox mode. Help? :- (

The building can also be shown in the following YT Video by Scott, around 14:02.
