Save File Editing

Not sure if this is the correct place to post this on but seems the most appropriate.

I've been trying to make some kind of program to edit the save file(by adding vessels), my problem is that even tho I add the vessel to the save file it doesn't appear ingame(I even tried to do it manually just to be sure).

Anybody know what i am doing wrong, or what is the correct way to add a vessel to the save file.
