Breaking Ground: Expansion isn’t a recognized expansion that can be loaded!

I successfully purchased Breaking Ground and ran it for a few minutes on a computer at work (on my lunch break). Now that I am home for the weekend, I load it up and I get “Expansion Loading Failed – The following expansions failed to load: Breaking Ground: Expansion isn’t a recognized expansion that can be loaded!” I have uninstalled and deleted the game folder, then reinstalled from Steam. I have no mods loaded. What is the cause and/or solution for this? At the bottom of the game start screen it says 1.7.0.2483 for the game version and it lists 1.7.0 Making History but not Breaking Ground and none of the Breaking Ground parts are available.

Breaking Grounds requires the 1.7.1 update and I'm actually quite surprise steam installed 1.7.0 for you.

Do you enforce 1.7.0? Right click on KSP in your steam library -> properties -> BETAS. There is a dropdown menu with a list of some previous version, be sure this is set to "none" so you'll actually get the latest version. Since you are already in the properties, go to "local files" as well and verify the game file integrity.
