I also need some help with clouds

I have ParaSciEVE installed and every time I open the game I click on the eve editor it always says something along the lines of "Pls add EVE Clouds Config to Populate'' and idk how to do that

The "EVE Cloud Config" is part of the ParaSciEVE mod and should be loaded automatically. Since this doesn't happen, I guess the mod is not installed properly.

Be sure, that you have this file structur:

Kerbal Space Program
+---GameData
    +---BoulderCo
    |   +---Atmosphere
    |   |   \---Textures
    |   |       \---particle
    |   \---Textures
    |       \---Planets
    +---EnvironmentalVisualEnhancements
        \---Plugins

The "BoulderCo" folder is not the stock config but the folder which contains the "ParaSciEVE" configs. Both share the same name, which is...unfortunate.
(Subdirectories of "BoulderCo" and EVE are just listed for the sake of completeness but you don't need to touch them at all)
