Changing one of the strategies to exchange different resources

I want to change one of the strategies (preferably the 'Research Rights Sell-Out') to exchange Funds to Science instantly. I don't want to add any more parts or graphics. Maybe just change the name to something else.

Now, the problem is I don't even know where to start. I never did any coding (apart from some really simple stuff in middle school). I downloaded the Microsoft Visual Stuido and I read the sticky thread. As far as I can tell there's nothing about modding strategies there.
