Your challenge is to launch a rocket carrying a payload of a floating Laythe outpost with:

• Space for at least 7 passengers
• Research space
• Form of communication
• Docking to other aircraft
• Send another mission carrying more Kerbals to the outpost

Life support / Cargo / Inventory mods are recommended for this mission.

I built a 42 ton ocean base that fulfills all your requirements and transported it to Laythe using an SSTO:

Unfortunately I cannot fly the ssto back to Kerbin because I forgot to add ore tanks. But I'm going to send an engineer on the next flight that can fix that using the Kerbal attachment system.
