Computer Crashes when launching any craft

My Computer crashes whenever I launch from the launchpad. It works for a second or 2, and then a full crash. The computer does not shut off, but my monitors go black, and its completely unrecoverable without a hard reboot. 

System Specs:
OS: Windows 10
CPU: AMD Ryzen 3700X
RAM: 32GB 
GPU: Radeon 5700xt - Nitro+ edition from Saphire.
PSU: Corsair 700w

Things I've tried:

Verifying the file integrity through steam (This found 2 files, but it still crashed)
Uninstalling and reinstalling, and then verifying, but this time it found nothing. 

I'm using Radeon's wattman ONLY to check the Temps, as I've seen that can cause issues, but I never get over 61 ^oC

The computer is less than a month old, but I also checked my fans to make sure everything was fine there, and there is no dust or anything getting caught in them. 

I've tried other games and been able to play them at Ultra settings with no problems. Including Star Citizen, which is not fully optimized yet, but still runs at max settings with no problems.

Considering that I can only find 750W PSUs in Corsair's current lineup: did you reuse your old PSU for your new components?

I have the same issue as OP.

3700x with Sapphire Pulse 5700xt.

Crashes after playing the game for 2 min. Black screen, loss of video signal, sound still on, but hard reset required to recover.

These AMD drivers have been crashing in Witcher 3 as well in some specific locations.
