Cannot Click anything in the Menu

I have recently come back to play the latest edition of KSP and couldn't click anything in the menu so I uninstalled and reinstalled then ran in admin then reduced the Resolution then disable the steam cloud sync removed the steam overlay tired to run in 32 bit mode tried to run in Compatability Mode. validated the local files 

I opened the debug tool and the only error in the log is a missing field tool tip.

the Game shows a positive click but the event that would occur once clicking never occurs 

I have no Modes installed and this has been cleanly installed I am running windows 10 pro
