Inspired by Scott Manley's

, I had a go at copying his design. Result: moderate success. The Manleander, if dropped from orbit, can

* Adjust its landing site somewhat

* Stay mostly controllable (until < 30,000m when it pitches prograde)

* Parachute to ground without thrust (onto flat ground at least)

* Relaunch to 100km orbit with 1 half tank of fuel left (your mileage may vary).

* Re-parachute back to ground again (in case Jeb forgot his wallet)

It's a bit lighter than Scott's (35.2 tons), and a shorter stack. Build your own lifter and take it around Kerbin!
