Has anyone else had missing stock parts after reinstalling fresh?

I am missing all sorts of stock items in saved craft files that are supposed to be good to go with 1.9.x; right now I am missing the "pobeStackLarge" part which is the RC-L01 in almost all the big rockets that had this part installed on it. Still missing other items like ModuleColliderHelper and TrajectoryVesselSettings part. No idea what those are right now.

 

I'm not sure what happened after a reboot but now the RC-L01 missing parts are available....
