Parachutes Autocutting Only Over Water

Hey everyone, I'm having this frustrating issue, where every time my craft is parachuting down over water, the parachutes cut around 35 meters, meaning it impacts around 15m/s, and breaks apart on impact. I've tried it with and without the full Realchutes, and it happens regardless of the realchutes settings..

I've found and commented in this thread, about someone having the same issue and it being due to a specific part. I'm pretty sure this is the same issue I'm having, as it doesn't happen on all my craft. But I don't want to go through the hours of troubleshooting of replacing random parts, launching, reentering over water, etc. Has anyone had a similar issue, or can point me in the right direction?
