How do you use EVE_Atmosphere on Environmental Visual Enhancement?

I’m trying to make a visual pack for my stock game but i don’t want to use scatterer because my computer might die then i came across the eve_atmosphere config. How do you use? I tried tinkering with it but nothing is happening.
