Tourists on EVA

I recently realized that it is now possible to EVA tourists, if they are in an External Command Seat (EAS-1).

The recent version of the game allows assigning Kerbals to Command Seats from the VAB or SPH.  Near as I can tell, it is still not possible to EVA a tourist from inside capsules.  My suggestion is to allow Tourists to EVA from capsules as well as External Seats.

I do think it makes sense that Tourists can EVA from External Seats.  I imagine it is possible to put a Tourist in a capsule and lock the door, now they can't get out.  But keeping them in an External Seat would be harder, you'd have to handcuff them to the seat, which seems like a safety violation.  Anyway, the current situation in v1.10.1 of allowing Tourists to EVA from seats, but not capsules, does make some sense.  I'd like to see the Tourists be able to EVA from capsules as well.

I'm trying to think of reasons this wouldn't be allowed.  Safety?  The Kerbals don't seem to be overly enthusiastic about safety.  Curious if anyone else has thoughts regarding this.
