Construction button doesnt exist

After the latest update i try to build something on the mun but when im landed there and go on surface there is no button for construction. I tried to delete and redownload the game, checked the missing documents... every time i go on surface there is no button for construction mod. Just full of cargo but no option for construction. Am i missing someting ?

In my experience, the construction button appears when there's an engineer in EVA.
