jetpack not working after pressing R

Is it present in their inventory and on the Kerbal’s back? Does their arms move like they're grabbing the controls like sitting in a chair or do they just look normal?

Has it ever worked?

Only other obvious thing I can think is if you've remapped the key to something else.

Actually re-reading the question, you are pressing the actual movement buttons? WASDQE/shift/ctrl? 

Also where are you trying to use it? It won't work on kerbin for example as the gravity is too strong. Also if it's run out of propellent it won't work obviously.

how do i check my inventory? nope his arms does not move. nope it never worked. never remapped the keys. yes i pressed every movement button. and every other button on my keyboard. i was high in space about 9417 K above kerbin my propellent was full

Right click on the kerbal and a pop up appears. There should be 2 boxes near the top. By default, one should contain the jetpack and the other the parachute. Which version of ksp are you running?

i don't see it and i don't know what version tbh i think 1.11 but not sure

Ok on start menu when game first loads at the bottom right it'll tell you the version.

Sounds like there's no jetpack on the kerbal if you can't see it. Are the boxes there but empty or no boxes at all? 

Originally the jetpack was present by default then it was changed to be an inventory item (when inventory was added...) I'm wondering if you've loaded an older game from a previous version or a mod from an older version is messing it up? Normally it wouldn't work but I can't think of any other explanation.
