EVA Propellant starts at zero

I haven't played since 2020 and now (with 1.11.2 loaded) I'm finding that all of my Kerbals have no EVA propellant when they leave the capsule.
Is this part of the new EVA construction?
Could it be that I just accepted a rescue contract where the description mentioned that the stranded character had EVA problems? (if so, why are all of my kerbals lacking propellant, even at different moons?)

It could be related to the persistent load out feature, that happened to me recently but on a brand new save. There’s a setting you can disable which might help- ‘persist Kerbal inventory’ or something like that- try disabling it and see if that helps.

Alternatively, make a quick save, copy the file and then do some delicate surgery to change the EVA propellant values from 0 to 5; normally save file editing is a risky business (hence the copy, so you can undo it) but changing one number should be relatively safe.

This seems to be a known issue that was supposed to have been fixed but apparently hasn't been for everyone.

It seems originally there was an issue with mods that used non-standard EVA propellant not auto refilling (are you using any such mods?) but it also appears to affect stock users in some cases.
As far as I've read, no one seems to know what the trigger is for this bug to occur.

"Persisent Kerbal Loadout" shouldn't be the cause, and certainly hasn't affected EVA prop in my current 1.11.2 Career save. (That setting is designed to set the Kerbals' inventories to the same as the last time they flew, and if off will revert to EVA pack and personal parachute each time.

No, I don't THINK I'm using any mods that use non-standard propellant .... I recently loaded KSPIE and that uses weird/exotic fuels for the nuclear and beyond engines, but as I recall the problem I reported happened long before I loaded it. And I don't think it's happened any time recently (though I've fallen off the wagon of checking the monoprop level when starting an EVA).
