How to use 10m inflatable heat shield - right click has no controls, no staging or on/off switch ?

Is something attached to the lower node? It won't deploy if there is anything attached to the pointy end, and/or the cylindrical shroud is still in place.

Ok, I got it now.  I was in the VAB and also had it upside down / and / or attached to things while building stuff..  and didnt know what I was doing..

But you got me squared away, thanks.
