Inflatable Ballon craft

I have had this idea for a while and basically, i have a sort of flat command pod with ballons that when inflated(G key or other) would make enough drag at a altitude so the craft floats like a parachute. And when you are at high altitudes you loose height like jets and use thrusters to keep the height. And i want it to be a reusable parachute because so i need to know if i can make a parachute kinda thing that does not dissappear when you got 0,0/ms or whatever.

Basically, ballon that is able to deflate and inflate? for use in Laythe/Jool/Eve/Moho/Kerbin/Duna A reusable parachute. P.S: I suck at writing posts and such
