Double sided textures Blender 2.6x

I was wondering if anyone had a solution to the problem? My mod is almost ready for a release, aside from a texture issue.

The wheel arches have a mesh of just a single side, That I'd like to keep that way for sensible poly count. However I haven't been able to stop this problem:

One sided texture on only the outside of the wheel arch but want it to show on both sides.

I've seen tutorials that tell you to turn on Blender Game renderer, then turn off back culling on the part, but exported DAE parts still have missing texture on the other side as far as I can tell.

Any help appreciated
