Duo of problems - throttle bug, and launch clamps missing from part inventory (version 1.12.2)

So, I've just encountered a series of issues when I've been trying to play KSP 1.12.2.

First one is no matter what I do, the throttle always starts at 100% when a craft loads in even if I have it set to 0% in the settings.

The other issue I ran across is my TT18 Launch Clamps are missing from the parts inventory.  I dunno if I need to delete and redownload the entirety of my KSP install or if this is a salvageable situation.  I can provide screenshots of my modlist as needed.

 

In addition, apparently my landing gear has a serious case of the wobblies, no matter what I do to my aircraft builds.

Steps to reproduce: Not sure.  Just installed Station Parts Redux before the throttle bug and missing launch clamps happened, and even removing it didn't fix the issue.

Note: It seems that I managed to solve the issue of the throttle being full on loading, but not the missing launch clamps.
