I´ve got exactly the same problem and I have done a few launches with and with out certain mods and crossed those out.
I took my remaining modlist and did a cross comparison with yours and deleted all mods from the suspect list that we did not have in common and this is the result:

Have still not gotten the time to try picking out each one of these but it should be one of them.
I'd like to think that Community#### mods and module manager couldnt be the problem.

Its not a graphic setting, ive tried launching without mods with my current game settings and then the UI doesnt shake.

Yeah, this seems to be an issue with scatterer. ive uninstalled it and it's not flickering anymore

It seems to be tied specifically to the anti-aliasing method selected.

If you want to keep scatterer, under 'customize settings' you can disable Temporal Antialiasing (TAA) and enable Subpixel Morphological Antialiasing (SMAA) in the settings for scatterer itself.  (Assuming you want anti-aliasing. You can also just disable both)
