Solar panels attached to a hinge spin out of control and destroy orbiting station when extended

I made a two part space station in lko, but when I extend the solar panels and switch controls, the panels start to turn and rip themselves.  I dont know what I did wrong but it wont happen when I extend them in the first place. So I think it is a bug related to loading the vehicle back. 

I recorded the exact steps when the bug happens, and it happens every time.  the video . 

The bug happens at 1:40. Rest of the video showing the steps to do it.

How can I make it stable?
