Mysterious Mod Kept draging back my throttle

HELP!

After adding many mods(over 16000 patches)，I noticed that my throttle has a problem. When trying to reach a speed more than 200m/s at the sea level，the throttle will be automatically decreased. I cannot get control of it until the speed is below 200m/s. It seems like a mysterious mod added a speed restriction to my craft.

luckily at higher altitude, the max speed restriction  will be higher too, so that I can still reach the orbit successfully(no speed restriction at orbit).

I don't know which mod added the restriction but I definitely want to get rid of it because it affects MJ and other flight control mods, and it's inconvenient to have a restricted throttle for high-speed planes.

this is my mod list, could you tell me which mod caused this problem?

Do you have Q limiting set in Mechjeb?

q limting is almost useless for almost unbreakable OPT parts and also Unbreakable Jeb, but MJ isn't clever enough:)
