mouse wheel not working in editor or flight

i've tried doing what the other posts on this topic i've uninstalled and reinstalled 3 times and uninstalled all the mods to the same effect any help is a appreciated thanks in advance

Does your mouse wheel work when not using KSP? Check the control bindings in the main menu settings are still set?

yes it works in like choosing a save file to load and other things its just the vab/sph or in flight where it does not work.
