Are Comnet DSN antennas around Kerbin Discoverable to use if the Comnet ground stations are disabled in settings?

Apparently, they are  

However they aren't functional unless you enable them in the difficulty settings. The mod CommNet Constellations allows you to unlock and upgrade individual DSN sites so if you're wanting to do some roleplay-type thing of finding the stations before using them then that might help?

Thank you very much for confirming what I believed was true.  Originally I thought if you turned them off in settings that you could discover them and then use them.
